Meeting was called to order at 7:00 p.m. with Plan Commissioners, Mark Tamblyn, Jim Joseph, Roger Kieffer, Dennis Crombie and Historical Preservation Committee members, James Henning, Russ Kumbier, Bill Wiedert, Beverly Schlicting and Shirley Degner.

 

Betty Novy, Clerk Treasurer, Sandi Swan, Deputy Clerk-Treasurer and Lee Greivell, Village Building Inspector were also present.

 

Joseph, moved, seconded by, Kieffer to forego the reading of the August 6, 2008 minutes. All were in favor. Motion carried.

Conceptual Site Plan and Architecture Input for convenience Store/Gas Station/Car Wash;

Jim Hurst, owner of Commercial Construction Consultants Inc., addressed the members regarding his interest in developing a convenience store/gas station and car wash on the corner of highways D and 36 (201 Millgate Drive). He provided a drawing and building layout of the convenience store, car wash, gas pumps and canopy.  

 

Hurst is proposing a 4,500 – 5,000 sq. ft. building that may house a proprietary food service with tables and a patio outside. He stated that the gas station would house six fuel dispensers that fuel twelve cars at a time. He added that there would be one diesel dispenser that would fuel two trucks at one time.  The diesel dispenser would be placed away from the regular dispensers, most likely closer to the entrance.

 

Hurst also handed out pictures of convenience stores that he felt might reflect building styles that would be suitable to the historic atmosphere of the Village. He expressed his desire to have a flat roofed building much like the style of the bank in Rochester. He would like it to have the appearance of a two-story building (18ft.). He stated the reasoning for the flat roof is to house the air conditioner, compressors and other equipment on the roof. His desire is to have all four sides of the building be accessible.

 

Outside lights would match the street lights already installed on Millgate Drive.   Discussion was held regarding possible signage.  Hurst stated signage would be off of highway 36 for vision from the north and south.  In addition, a monument sign would be installed by Main Street and Millgate Drive.  He would have to accommodate requirements that a franchise would impose.

 

He is proposing a two stall car wash, one automated and the other manual, with a dog or possible pet wash to be added sometime in the future.  The building style of the car wash would match the convenience store.

 

Discussion was held about building style. There was some resistance from a member regarding the flat roof. Hurst explained that if he did not have a flat roof to house the necessary equipment, he would have to place them on the ground.  This area would have to be fenced and would take up one whole side of the building. Hurst said he would like to have all sides accessible so the store will be convenient for people who don’t need gas as well as for people who do.  He feels flat roofs match the current architecture of Rochester. Consensus of the members was a style that would accommodate brick on the lower part of the building with hearty plank or lap top siding on the upper part. Consensus of the members was also to have the appearance of multiple elevations to the building. Consensus of the members was to stay with cream, red and earth tone colors.

 

Hurst explained the development is very preliminary and in the planning stages. He appreciates the input and ideas of the members to move forward.

 

Kieffer moved, seconded by Joseph to adjourn at 8:26 p.m. All were in favor. Motion carried.
